Income of Communications Ministry increased by 51%, Revenue rises to Rs 43 billion

ISLAMABAD (MVT WebDesk): The income of the Ministry of Communications has increased by 51 percent and revenue of the ministry has risen to Rs 43 billion as per a report of performance and expenditures of the Ministry of Communications during the last eleven months issued by the federal government.

The Minister for Communications Murad Saeed has so far recovered Rs seven billion and deposited the amount to the national kitty.

The report said that billions of rupees were also recovered under the anti-encroachment campaign of the government; however, the recovery ratio during last regime was nil.

A new system containing facilities such as e-billing, e-tendering, and mobile app has been introduced in the Ministry to enhance transparency.

The report said that different projects of national highways will be completed from three to six months.

In previous government, the minister and parliamentary secretary received Rs 35, 91,000 and 48, 52,000 respectively in terms of TA & DA(s); however, the incumbent Communications Minister Murad Saeed did not spend a single penny of the national exchequer to cover the fuel or transport expenses and has not even claimed the TA&DA allowances.

Petition filed seeking ban on PTM - IHC Sought replies from PEMRA, PTA and PTM

The Islamabad High Court (IHC) Monday sought replies from Manzoor Pashteen, Mohsin Dawar, Ali Wazir, Ministry of Law and Justice, Ministry of Defence, Pakistan Electronic Media Regulatory Authority (PEMRA) and Pakistan Telecommunication Authority (PTA) in a petition filed against the anti-state and anti-army rhetoric of Pashtoon Tahafuz Movement (PTM).

A single bench of IHC comprising Justice Aamer Farooq heard the petition seeking ban on PTM because the PTM has neither been registered as a political party nor as a corporate body and is just an association of persons. The IHC bench issued notices to Pashteen, Dawar, Wazir, Ministries of Law and Justice and Defence, PEMRA and PTA. The court directed them to submit their replies in this connection. It also sought written response from the Ministry of Interior in this matter.

The court issued these directions while hearing a petition moved by Colonel Javed Iqbal (retd) through his counsel Barrister Shoaib Razzaq and deferred the hearing for two weeks. Javed made the federation through Ministry of Law and Justice, Ministry of Interior, Ministry of Defence, PEMRA, PTA, PTM through its chairperson Manzoor Pashteen and lawmakers Mohsin Dawar and Ali Wazir as respondents.

In his petition, he prayed to the court to direct the federation and other concerned respondents to take appropriate action against PTM, Dawar and Wazir under the prevailing laws in the best interest of the country and to uphold the respect and prestige of Pakistan Army.

The petitioner prayed that the court may ban PTM which has neither been registered as a political party nor as a corporate body, and is just an association of persons. He stated that all those who are held responsible for maligning Pakistan Army and other state institutions be tried under appropriate criminal laws. He requested the court to declare that Pashteen, Dawar and Wazir have committed gross violation of Code of Conduct, 2015 and PEMRA Ordinance 2002 and that the respondent No. 5 (PEMRA) has failed to stop and act against their violations.

He further requested the court to declare that these people have used electronic media and social media for hate speech, incitation, abetting, glamorising and/or justifying violence, commission of crime, terror and which has led to or will lead to serious public disorder. Therefore, they are liable to be banned for lifetime on all media, including but not limited to print media, electronic media and social media.

He was of the view that it should be declared that these people have maligned the state institutions and an attempt has been made to create division amongst different ranks of Pakistan Army and therefore, the court may direct respondent No. 5 and 6 (PEMRA and PTA respectively) to take serious action against them and ban them from hosting, appearing in any manner, including but not limited to, as a guest, analyst, reporter, actor, in audio, video, beeper, promo/advertisement in any electronic media.

The petitioner also sought the court's directions to PTA to immediately delete/block all social media accounts of the respondents Nos. 4, 7 and 8 on all forums available on Internet or otherwise.

Islamabad: Ahmed Hassan Moughal, President, Islamabad Chamber of Commerce and Industry said that PTI government has announced its first amnesty scheme for whitening of undisclosed expenditures, sales and assets, including foreign assets at nominal tax rates, however, he said that very short period of just 45 days have been given for taking benefit of this scheme, which was quite insufficient. He stressed that government should extend amnesty scheme at least till December 2019 so that maximum undisclosed expenditures, sales and assets could be declared that would benefit the economy.

Ahmed Hassan Moughal said that since 1958, successive governments in Pakistan introduced amnesty schemes that could not generate significant amount of tax revenue for the country. The main reason of their failure was that thorough consultations with stakeholders were not held. He said that amnesty scheme launched in 1958 recovered Rs.1.12 billion from undeclared assets followed by Rs.920 million in 1968, Rs.1.5 billion in 1976, Rs.10 billion in 2000, Rs.3.16 billion in 2008 and around Rs.120 billion in 2018. However, he said that amnesty scheme launched by Indonesia in 2016 had brought around 745,000 persons into the tax net and recovered over $330 billion from undeclared assets. He said that government should follow Indonesian model for amnesty scheme to maximize its benefits for the economy as its validity up to 30th June 2019 was a very short period for its success.

Rafat Farid Senior Vice President and Iftikhar Anwar Sethi Vice President Islamabad Chamber of Commerce and Industry said that sufficient period should be given for amnesty scheme to obtain meaningful results from it as due to the engagements of Ramazan and other factors, short period of 45 days would not help in achieving its desired objectives.

ISLAMABAD – April 16, 2019: In line with its corporate social responsibilities, MOL Pakistan Oil & Gas Company B.V. has set up computer lab equipped with technological facilities at the National Training Centre for Special Persons (NTCSP), in Islamabad.

Under its CSR initiatives, the company has donated 15 computers to the centre with specially designed computer tables and chairs for the physically challenged students. Speedy internet through WIFI, latest printer, scanner and an effective sound system has also been installed to facilitate the female students.

MOL Pakistan has always played a vital role in developing the effectiveness of different communities to attain the maximum output for the advancement of Pakistani people. This is yet another initiative by the company to empower female trainees with the provision of access to these facilities within their centre.

This support is being provided to over 25 – 30 female students per year, through different vocational and technical training in computer and information technology, the female trainees of the centre will now be able to empower themselves to earn a better livelihood and become an independent and respectable member of their family, and society in general.

A ceremony was held the other day at the NTCSP where MD/CEO of MOL Pakistan Oil & Gas Company, Dr. Gabor Vakarcs along with other senior officials formally inaugurated the computer lab.

At the inauguration, Dr Vakarcs said, “We feel proud today that we have taken a step forward to empower the women of Pakistan. Everyone has a right to live with dignity and be able to look after themselves. We are delighted that this will open the doors to careers in the mainstream for these talented young women.”

Tasneem Waheed, Director Special Education/Training & Rehabilitation, NTCSP stated, “We are extremely thankful to MOL Pakistan for its contribution towards equipping our female students with these technological facilities. Our students will fare even better in practical life after graduating under this course.”

In his message, MOL Group Regional Vice President for Middle East, Africa & Pakistan Mr Ali Murtaza Abbas said, “MOL Group is a responsible corporate entity that operates globally. We are well aware of our corporate social responsibilities wherever we operate in the world. We have a firm belief in the talent of these young women which is why we are supporting them to become an active member of society.”

IT sector businesses demands Tech Zone in Islamabad to promote exports

The entrepreneurs of IT sector have demanded of the government to establish an IT Technology Zone in Islamabad that would go a long way in promoting exports of IT and IT enabled services.

This demand was made in a sector-specific meeting organized by Islamabad Chamber of Commerce & Industry to discuss the major issues being faced by the local IT sector. The meeting was co-chaired over by Ahmed Hassan Moughal, President ICCI and Syed Asad Haider, Chairman, ICCI IT & Telecom Committee.

Addressing the meeting, Ahmed Hassan Moughal, President, Islamabad Chamber of Commerce & Industry said that with better focus and friendly policies, India’s IT & IT enabled services industry has grown to $167 billion in 2017-18 while its IT exports have increased to $126 billion in 2018. However, Pakistan’s IT industry’s exports have just crossed $1 billion mark in 2017-18, which was not encouraging.

He said that IT industry was the backbone of economy and stressed that government should make conducive policies for IT industry to enable it to drive the economic growth of the country.

Speaking at the occasion, the IT sector entrepreneurs highlighted many issues that needed urgent attention of the government. They said that South Korea had agreed in 2016 to build an IT Park in Chak Shehzad, Islamabad at an area of 45-acre costing over Rs.9 billion but no progress was made on this project so far.

They urged that government should establish a Technology Zone with clustered environment for IT sector in Islamabad that would facilitate in promoting IT exports. They said that Pakistan Software Export Promotion Board (PSEPB) was not playing its due role in promoting soft exports and called upon the government to induct private sector in its management to improve its performance.

They said that government has imposed heavy duties on the import of discrete components of hardware that was a major hurdle in the growth of IT industry and stressed that government should reduce import duties on IT sector. They said under-invoicing was another major issue for IT sector that should be addressed by the government.

They said that tender designs of PPRA rules were discouraging participation of local IT vendors in bids and stressed that government should make rules to support indigenous IT and computer industry. They said that tax regime was unfavorable for IT industry and should be revised to encourage this important industry. (INP)

Islamabad: Federal Minister for Planning, Development & Reform Makhdum Khusro Bakhtyar has said that Pakistan is committed to make meaningful contribution in the reconstruction and rehabilitation effort of Afghanistan by carrying out various development activities in the country. The Minister stated that development in Afghanistan is development for Pakistan. The Minister in his capacity as Deputy Chairman Planning Commission was chairing the 14th Meeting of the Committee for Reconstruction and Rehabilitation of Afghanistan at Islamabad on Tuesday. Additional Secretary Planning Ali Raza Bhutta, senior officials from relevant ministries and consultants of the projects were also present in the meeting. 

The Minister said that Pakistan is determined to play its role in the reconstruction of Afghanistan and in this regard it has undertaken various initiatives and projects in diverse sectors to help in the development of its neighbor. He underlined that the present government is committed to work in tandem with the Afghan Government to ensure timely completion of all ongoing projects. ‘Pakistan’s commitment for development of various projects in Afghanistan demonstrates Pakistan’s priority it attaches to bilateral relations with its neighbour’, emphasized the Minister. During the meeting, it was apprised that Pakistan, being a neighbor and brother country of Afghanistan, had launched a relief package ‘Programme for Reconstruction & Rehabilitation of Afghanistan’ in 2001 with a pledge of grant of US $ 100 million which was gradually enhanced over the years to US $ 1000 Million in 2016. It was informed that between 2002-2013, 14 projects were implemented in Afghanistan whereas presently 15 projects worth Rs. 32.45 billion are being executed in Afghanistan in a number of areas including construction of hospitals, hostel building, provision of scholarships to Afghan students and up-gradation of road between Torkham and Jalalabad. During the meeting, a briefing was also given on the projects and initiatives being undertaken presently in Afghanistan.

ISLAMABAD: The education minister was on Wednesday told there are 30,000 out-of-school children in the capital.

Minister for Education and Professional Training   gave the Federal Directorate of Education (FDE) directions to take measures to bring these children into schools.

The minister was visiting the FDE, which looks after the 423 educational institutions of the capital, for the first time to get a briefing about Islamabad’s education sector.

The FDE was earlier under the control of the Ministry of Capital Administration and Development Division which the PTI government abolished. FDE has now been placed under the education ministry.

The minister was briefed about the functioning and challenges of the directorate by directors as the FDE does not have a permanent, or temporary, director general (DG) and has been headless since Oct 10 when temporary DG Hasnat Qureshi relinquished his charge.

Mr Qureshi was the chairman of the Private Educational Institutions Regulatory Authority (Peira) and looked after FDE affairs as an acting DG for over a year and a half.

The minister said the government had a vision for bringing 25 million out of school children into schools and that the 30,000 children in Islamabad should be enrolled in schools on a priority basis.

Sources quoted the minister as saying that the federal capital should be a model for the provinces.

The minister said adult education will also be focused on and that double shifts should be started in areas which are short on schools.

He said the education ministry will help FDE become paperless and start an online filing system.

The minister was also briefed on the Prime Minister’s Education Reform Programme which was started by former prime minister Nawaz Sharif.

The minister said the buses procured under the programme should be distributed fairly and that those schools which are facing a shortage of buses should be given preference.

The sources said that the minister will be given another briefing on the reform program by the officers who have been dealing with the project.

“The minister also assured us that a DG will soon be appointed,” an FDE official who participated in the meeting said.

Mr Mehmood also visited Peira, an organisation which deals with private sector education in the capital city.

Peira Member Imtiaz Qureshi briefed the minister about the functioning and issues being faced by the authority.

He was told about litigations between Peira and elite schools which had challenged its rules which bars them from charging fees above the set limits.

The minister was told that there are some 700 unregistered schools in the capital and that of the total 1,242 schools of which the authority has data, 525 have valid registration.

According to sources, Peira Chairman Hasnat Qureshi was told hours before he was to brief the minister that he had been repatriated to his parent department many days ago by the ministry and that he should therefore not give the briefing.

They said Mr Qureshi had concerns regarding the procedure adopted by the ministry for repatriating him which is why he was reluctant to relinquish charge.

Sources said that Peira Member Imtiaz Qureshi was given acting charge as the authority’s chairman till a regular appointment is made and that Hasnat Qureshi later relinquished his charge.

CDA officials suspended after top German envoy tweets picture of ‘dirty Islamabad’

The Capital Development Authority (CDA) suspended on Tuesday its two officials after the German Ambassador to Pakistan Martin Kobler tweeted a picture of garbage in the federal capital.

Director Sanitation sprung into action and suspended the supervisor and inspector after the tweet by Kobler, who has grown popular on Pakistani twitter sphere due to his mostly positive tweets about the country’s culture and people.

“Saw beautiful scenery while passing through roads on Islamabad but also saw heaps of garbage at various places, like in F7/4 Street 56,” he tweeted in Urdu and English.

Kobler frequently tweets about his love of the food and culture of Pakistan.

Earlier, Kobler won the hearts of countrymen by mingling with locals, visiting ordinary food shops and traveling by train, shared his experience, inviting praises from Pakistanis.

Islamabad: 8th September is celebrated as ‘Pakistan Navy Day’ to commemorate Pakistan Navy’s stunning performance against a much bigger and devious enemy during 1965 War. Daring attack by Pakistan Navy Warships on Dwarka and confinement of entire Indian Navy Fleet by PN Submarine GHAZI are the glorious reminiscence of the day. In his message on the occasion, Chief of the Naval Staff, Admiral Zafar Mahmood Abbasi said that Pakistan Navy commemorates this day to pay tributes to our Ghazis and War Heroes whose sacrifices and gallant acts instill in us a renewed spirit and un-abating resolve.

While fondly remembering the daring acts of our officers and men who humbled and frustrated the adversary, this day calls for rekindling the spirit of sacrifice and selfless devotion to the country. The Admiral reiterated that 8th September 1965 will remain a golden chapter in our naval history and continue to inspire our new generation of officers and sailors to be bold and innovative in our professional pursuits.

We stand committed to keep the spirit of 8th September 1965 alive and pledge to defend our sea frontiers with unflinching resolve, devotion and commitment. In order to commemorate this day and to pay tributes to our Shuhada and Ghazis Pakistan Navy arranged an impressive Four Dimensional demonstration of naval capabilities at PNS QASIM, Manora Karachi. Mr Murad All Shah, Chief Minister Sindh graced the occasion as chief guest.

The special demonstration of Pakistan Navy assets and their capabilities included Skim past by Pakistan Navy surface combatants, Fly past by Aviation assets, Visit Board Search and Seizure (VBSS) operation, Search and Rescue operation drills, Para jumps, Fast Boat Recovery and Alouette helicopter aerobatics etc. Beach Assault drills were performed by Pakistan Navy Special Operation Forces comprising Pak Marines and Special Service Group (Navy).

Pakistan Navy Frigates, Submarine, and Missile boats were also part of the demonstration. Speaking on the occasion, Mr Murad All Shah, Chief Minister Sindh highlighted Pakistan Navy’s heroic performance during 1965 war with reverence and pride, and expressed his satisfaction at the level of Pakistan Navy’s competence and capabilities displayed during the demonstration. A large number of Civil and Military dignitaries, families of Shuhada and war veterans were also present on the occasion. (PPI)

 اسلام آباد: عطا الحق قاسمی کی بطور ایم ڈی پی ٹی وی اخراجات کی آڈٹ رپورٹ سپریم کورٹ میں پیش کردی گئی جس میں پتہ چلا کہ ان پر 20 کروڑ روپے کے اخراجات آئے۔

چیف جسٹس پاکستان میاں ثاقب نثار نے ایم ڈی پی ٹی وی تقرری کیس کی سماعت کی۔ عدالت میں ایم ڈی پی ٹی وی کے اخراجات کی چارٹرڈ اکاؤنٹنٹ کی رپورٹ پیش کی گئی۔ آڈٹ حکام نے بتایا کہ پی ٹی وی کے چیئرمین کو تنخواہ نہیں ملتی، سابق چیئرمین عطاء الحق قاسمی کی اہلیت ایک گاڑی کی تھی، لیکن انہیں پروٹوکول کے ساتھ ایک سے زائد گاڑیاں ملیں۔

آڈٹ حکام کے مطابق عطاء الحق قاسمی نے اسلام آباد کلب کی ممبرشپ بھی حاصل کی جس کے اخراجات پندرہ لاکھ روپے تھے، یہ تمام اخراجات پی ٹی وی نے برداشت کیے ہیں، عطاء الحق قاسمی نے 23 لاکھ روپے کے تفریحی اخراجات بھی کیے۔ چیف جسٹس نے کہا کہ عطاء الحق قاسمی کی تقرری قانونی تھی یا غیر قانونی یہ تعین عدالت کرے گی، لیکن 15 لاکھ میں اسلام آباد کلب کی ممبر شپ کیسے دی گئی؟ کیا ایسی رکنیت دی جا سکتی ہے، گیسٹ ہاؤس کا بل تک 20 لاکھ روپے کا ہے۔

عدالت نے آڈٹ رپورٹ عطاء الحق قاسمی کی وکیل عائشہ حامد کو دیتے ہوئے کہا کہ 2 ہفتوں میں رپورٹ پر اعتراضات دے دیں، رپورٹ پرویز رشید کو بھی دی جائے، ممکن ہے عطاء الحق کی تقرری کے ذمہ داران کو یہ تمام پیسے ادا کرنا پڑیں۔ چیف جسٹس نے پوچھا کہ عطاء الحق قاسمی پر کل کتنے اخراجات آئے۔ آڈٹ حکام نے بتایا کہ عطاء الحق قاسمی پر 20 کروڑ روپے کے اخراجات آئے۔ چیف جسٹس نے کہا کہ ہو سکتا ہے اعلیٰ سطح کے لوگوں کو یہ رقم ادا کرنا پڑے۔

دوران سماعت پی ٹی وی کی ملازمہ نے درخواست کی کہ پی ٹی وی ملازمین کے معاملے پر بھی ازخود نوٹس لیں۔ چیف جسٹس نے کہا کہ میں نے ازخود نوٹس لینا بند کردئیے ہیں، آخری از خود نوٹس آپ کی درخواست پر لے لوں؟ کیس کی سماعت دو ہفتوں کے لیے ملتوی کردی گئی۔

Pakistan Electronic Media Regulatory Authorty’s Council of Complaints Lahore while hearing the complaint lodged by Asad Naeem regarding a program “Khabardar” aired on Express TV took notice of derogatory language used against lawyer’s community and warned channel to observe the Law, Rules and Regulations, Code of Conduct and Terms and Conditions of the license in letter and spirit.

In another complaint lodged against 7 News Channel by Fahad Qadir, Director Public Affairs & Communications, on behalf of the Coca-Cola Export Corporation Pakistan & Afghanistan Region, for airing false & defamatory content against Coca Cola Company’s water brand “Dasani” in its program “Capital Front”, the CoC adjourned the matter with the direction not to air any content pertaining to the subject on the channel as well as on the social Media until the matter is decided by the CoC.

Council while hearing the complaint of Dr Mahmoona Kausar Medical Officer, BHU Kot Qazi, Tehsil Lalian, Chiniot against M/s City Media Group for targeting her professional career dismissed the matter as the complaint was against the unlicensed and unauthorized channel and pemra has already initiated a campaign to off air all such illegal and unlicensed channel thorough out the country.

The meeting was presided over by Iftikhar Ahmad Tarar, while other members including Dr Sughra Sadaf, Dr Lubna Zaheer, Dr Mubashir Nadeem, Fauzia Viqar, Fariha Shahid and Ayesha Manzoor Wattoo (RGM/ Secretary COC) were also present in the meeting.

ISLAMABAD: A case has been registered over a protest staged last week by the Pakistan Muslim League-Nawaz (PML-N) workers against the disqualification of former prime minister Nawaz Sharif outside the Supreme Court.

The party supporters, mostly women, protested and chanted slogans against the apex court verdict on the Constitution Avenue on April 13.

The police sprung into action and registered a case against the protesters on April 15.
Tehseen Fawad, PML-N member of Punjab assembly from Rawalpindi, has been named in the FIR along with three local party leaders and 20-25 unnamed protesters.

According to police, protesters chanted slogans against Chief Justice of Pakistan Mian Saqib Nisar in the parking area of the Supreme Court and also briefly blocked the road, but they dispersed when an assistant commissioner told them to do so.

Meanwhile, the police top brass suspended SHO Secretariat police station Hakim Khan, as well as, transferring two relevant superintendent of police over their failure to stop the aforementioned demonstration.

A senior police official confirmed the development to The Express Tribune identifying the two transferred officials as SP Security Jamil Ahmed Hashmi and SP City Ahmed Iqbal.

Hashmi, who has worked in the capital police for 35 years rising through the ranks, has been transferred from the capital police and his services surrendered to Establishment Division for posting elsewhere.

SP Iqbal has been directed to report to the IGP office.

The suspension and transfers came after CJP Nisar summoned the Inspector General Islamabad Police Sultan Azam Temuri as well as DIG Waqar Chohan on Monday.

In the FIR, PML-N workers have been booked for insulting the judiciary, road block and unlawful assembly.

ISLAMABAD: Minister of State on Finance Rana Muhammad Afzal on Thursday said that the House Building Finance Corporation (HBFC) had almost become bankrupt owing to very much low recovery of disbursed loans from the borrowers.

Speaking at a meeting of the Senate Standing Committee on Finance chaired by Senator Saleem Mandviwalla here on Thursday, Minister of State for Finance Rana Muhammad Afzal said that in other countries HBFC-like institutions had developed cities, while in Pakistan it is near to death because the borrowers are not repaying loans to it. Rana made these remarks during discussion by the committee on loans write-off scheme announced by former Finance Minister Ishaq Dar in budget speech 2017-18.

Finance Division has approved half a billion rupees for providing “relief to widow borrowers of HBFC” to write off their outstanding loans, officials informed the committee. A detailed plan was submitted to the meeting that was to be implemented by March 2018, but some members were not agree with the plan saying that due to tedious progress with respect to identification of beneficiaries, the plan’s implementation in time was not possible.

Secretary Finance Arif Ahmed Khan while talking on separation of cadres of accounts and audit in line with the summary approved by the prime minister, he said Finance Division forwarded matter to the Establishment Division and assured the committee that he will pursue the matter in line with the directives of the committee. The minister said that separation of these two institutions is vital for better working and performance.

In Federally Administered Tribal Areas (Fata) over 650 post are lying vacant in schools. Senator Hidayat Ullah, being the special invitee in the committee informed the committee that around 1400 ghost employees are drawing salaries from schools and hospitals in Fata.

Chairman of the Committee Saleem Mandviwala stated that two issues, including legislation regarding federal consolidated fund and public accounts have been pending for long time with no progress from Finance Division. Secretary Finance replied that work on them has been completed and report has been submitted to the Adviser.

Saleem Mandviwalla stated, “These two matters are constitutional requirement and he does not see any problem for finance minister to implement them. This is something mentioned in the Constitution but not being done."

ISLAMABAD: Pakistan Poverty Alleviation Fund (PPAF) marked the closing of 16 Days of Activism against Gender-Based Violence and held a panel discussion on taking SDG 5 forward. Experts from prominent organisations reflected on how to drive action in Pakistan on the 5th Sustainable Development Goal which is to achieve gender equality and empower all women and girls.

PPAF has been hosting 16 days of Activism against Gender-Based Violence for four years and the organisation has come up with various initiatives for raising awareness, supporting gender equality and engaging people to talk about the harmful effects of violence against women and girls.

The panelists included Ms. Simi Kamal who is senior group head grants and operations at PPAF, Mr. Ghulam Mustafa Executive Director at the Farmers Development Organisation, Ms. Muqadissa Mehreen Child Protection Specialist at UNICEF and Mr. Azhar Hafeez, IT Manager at PTV Home.

Mr. Mustafa commented, “Much more needs to be done to ensure gender equality and raising awareness about the issue. I applaud the efforts of legislators for passing laws against domestic violence but in tandem, we must ensure that the bill is implemented.” He added that “It is disturbing that 12 million women are not registered as voters, this should be an eye-opener for activists, government and non-government organisations.”

Ms. Mehreen quoted 2015 report which valued the unpaid work women do globally at $10 trillion and called for more recognition for unpaid women, adding that 78pc of women in Pakistan do not work. She urged government and non-government organisations to invest in the economic empowerment of women and to establish more vocational training centres across the country for them.

Ms. Simi Kamal, who chaired the discussion, highlighted the fact that not all provinces of Pakistan have formulated or passed laws for the protection of women and urged legislators to play their due roles in supporting and enacting such laws.

Mr. Azhar Hafeez, emphasized that, “Inclusion and empowerment begins at home. If daughters, sisters and wives are given the same opportunities as the boys and men, if boys and girls are treated as equals, they grow up to be much more balanced individuals, equipped to fight gender stereotypes, and in turn are able to empower future generations.” 

Qazi Azmat Isa, CEO PPAF, while talking about the global situation and circumstances in Pakistan pointed out that 
“At least 70% women receive a beating in Pakistan as per the Human Rights Watch estimate. Over 5000 Pakistani women are killed annually due to domestic violence. Globally, 1 out of 3 women are subject to violence. Only 25 women are CEOs in the Fortune 500 companies; in Pakistan perhaps 2 women are at similar positions. Girls are pulled out of school and forced into child marriages. Millions of women and girls are held back by harmful laws, norms and practices that see women and girls killed for honour.” 

He further maintained that, 
“It is because of these practices that we have not progressed as a nation. Women are generally mistreated in our country and we have made very little investment in human capital. Our society is not in balance and we all know that an unjust society cannot last long. I imagine a Pakistan where women and girls are free from fear, free to live and thrive to their fullest potential; and I invite you all to recommit to our values and make sure that we work towards such a future.”

PPAF recognizes the critical need to empower women as active participants in the development process and is working on equal inclusion of women in 130 districts across Pakistan through its partner organizations. PPAF is committed to bringing empowerment and improving representation of women in its internal processes and external programmes and operations. PPAF believes that the country’s gender gaps can only be met with a conscious mandate of inclusion, and in the active participation and leadership of women within the organization, through its partner organizations and in the communities PPAF works for. 

From 25 November, the International Day for the Elimination of Violence against Women, to 10 December, Human Rights Day, the 16 Days of Activism against Gender-Based Violence Campaign is a time to take affirmative action to end violence against women and girls around the world. The international campaign originated from the first Women's Global Leadership Institute coordinated by the Center for Women's Global Leadership in 1991.

KOHAT: Smarting from the opposition`s failure to get the Nawaz Sharifspecific amendment bill passed in the National Assembly, Pakistan Tehreek-iInsaf (PTI) chairman Imran Khan lashed out at lawmakers of the ruling Pakistan Muslim League-Nawaz (PMLN) on Wednesday, claiming that they had made a mockery of democracy.

Addressing a press conference after inaugurating a traffic management school and a new Police Lines in Jarma, Kohat, Mr Khan claimed that the ousted prime minister had offered bribes worth Rs94 billion to 163 members of the National Assembly to attendTuesday`s session and defeat the opposition`s bill.

Yet the government held back Rs35bn from Khyber Pakhtunkhwa over the last four years, he raged, saying that the lawmakers who had taken direct orders from Raiwind made a mockery of the country by protecting a criminal.

The PTI chief regretted that eventhough the people of Pakistan had voted for parliamentarians to safeguard the national exchequer, the lawmakers were instead protecting a thief, and a family that had siphoned away Rs300bn of taxpayers` money through corruption.

He said that Mr Sharif and his family had failed to produce any documents to back their claims that theirwealth was legally acquired and transferred abroad. `The Q atari letter, [and documents pertaining to] the Gulf Steel Mills, the London flats, the Saudi mills...had bounced back even though the f amily was given more than a year`s time to produce the documents of the transactions. [Furthermore] Nawaz Sharif has abused the Supreme Court bench that passed the judgement by asking why he had been ousted.

The PTI chief claimed that after Quaid-i-Azam Mohammad Ali Jinnah, he [Imran Khan] was the only leader who had brought back money from foreign sources to the country by paying his due taxes. Everyone was aware of the wealth he had acquired by playing international cricket, he said, adding thathehadpurchasedhisnatinLondon when he did not hold a public of fice.

He said that he had produced 60 documents in the Supreme Court to explain his wealth, and so had PTI`s Jehangir Tareen. Mr Khan said Mr Tareen had presented the money trail of his wealth and accounted for every penny he had earned.

Responding to another question, he said Mr Sharif had announced at a public meeting in Abbottabad and elsewhere that the right of accountability rested with the 200m people of Pakistan. Mr Khan stressed that the PML-N leader was wrong in saying that the people voted on the basis of performance while legal matters were settled in courts. He advised the PML-N chief `not to fool people by mixing voting and accountability...

Speaking at the press conference, Mr Khan was joined by provincial Education Minister Muhammad Atif Khan, MNAShehayar Afridi, MPA Ziaullah Bangash, IGP Salahuddin Mehsud and Kohat region DIG Awal Khan.

Mr Khan dismissed allegations of Minister Ali Ameen Gandapur`s involvement in the case of a girl being stripped and humiliated in Dera Ismail Khan. He stressed that Mr Gandapur was not protecting the suspectsin the case,and said thathe had discussed the matter with the IGP, who had ensured that the eight out of the nine nominated suspects had been arrested without delay. He added that the suspects were now facing trial without any political interference The PTI chief lauded the performance of KP`s police and said there had been a marked decrease in crime rate since 2014, while the number of terrorist incidents had gone down 50pc. The law and order situation could be ascertained from the fact thathe was addressing a public meeting without a bulletproof screen, whereas (in the past) Awami National Party`s Asfandyar Wali Khan had to leave the province because of the volatile situation. He said that 2017 has been the most peaceful year ever since Pakistan began its war against terrorism.

He said the police reforms his government had introduced had led to the resolution of 17,000 cases out of court in dispute resolution councils (DRCs) which worked on the pattern of the old Pushtoon jirga system. He said that people were now rid of the awful hangups of the kutcheries and were benefiting f rom DRCs.

He said when the PTI came to power in 2018, it would enforce the DRC system and police reforms in the whole country. He later handed over motorcycles and other vehicles to the traf fic police.

ISLAMABAD: Weighing in for the first time on the sit-in that has all but paralysed the twin cities of Rawalpindi and Islamabad for over two weeks, the military`s spokesperson said it would abide by the government`s decision on the matter.

InremarksreleasedtothemediaonWednesday night, Inter-Services Public Relations chief Maj Gen Asif Ghafoor said that while it would be preferable to address the situation through peaceful means, the military would abide by whatever decision the government took.

Saying that the civil and military leadershipswere on the same page when it came to the country`s security, he said that the army was dutybound to carry out the government`s instructions.

The military spokesperson`s remarks came after Leader of the Opposition in the National Assembly Syed Khursheed Shah advised the government to seek assistance from the armed forces to end the sit-in that was causing great inconvenience to the people of Rawalpindi and Islamabad.

`As many as two million people have been held hostage by these protesters. The government should use its constitutional powers to seek assistance from the armed forces of Pakistan [to end the sit-in],` Mr Shah said in a statement issued on Wednesday.

But despite two rounds of meetings, the gov-ernment could not make any breakthrough in the deadlock with religious parties who are staging a sit-in at the Faizabad Interchange.

Lengthy consultations held at Punjab House and the PM Of fice dominated most of the day, as leaders scrambled to find a way to end the ongoing sit-in. The meetings were attended by top government and local administration officials, as well as politicians.

Sources told Dawn that one of the many proposals that came under discussion included the option of restraining Zahid Hamid from performing his duties as law minister until the finalisation of the report of a committee led by Senator Raja Zaf arul Haq. However, there was no of ficial word on the outcome of these meetings.

PPAF, KfW sign agreement for LACIP 10m Euro infrastructure programme

Islamabad: Following bilateral government consultations on development cooperation between the Islamic Republic of Pakistan and the Federal Republic of Germany that were held in September 2015, a new commitment of EUR 10m has been granted for Livelihood Support and Promotion of Small Community Infrastructure Programme (LACIP) Phase II. The programme will be executed in three years time and will contribute to greater political participation of villagers in decision making at the tehsil and village councils levels for infrastructure development and livelihood improvement. It has been designed to support the decentralization reforms in selected districts of Khyber Pakhtunkhwa. The LACIP Phase I which was financed with an amount of EUR 31.5 is expected to complete by December 2017.

The Pakistan Poverty Alleviation Fund (PPAF) signed a contract with KfW, the German Development Bank for LACIP financed by KfW. KfW official Elke Metzen, Sr. Senior Project Manager, Governance & Peace Division, KfW Frankfurt, Germany visited Islamabad, and granted a new agreement of EUR 10m for LACIP Phase II.

Metzen had detailed consultations with partner organizations of PPAF during her stay in Islamabad. PPAF will be involved in implementation of LACIP Phase II and has shared design, methodology and implementation strategy of the programme. Metzen also had meetings with representatives of local government in district Shangla and Buner to give them insight of the programme discussing the issues and possible solutions. 

This programme is expected to build public physical infrastructure schemes inclusive of disaster management and climate adaptation aspects that will be rehabilitated, enhanced and/or (re-) constructed. Similarly for enhancing livelihood development, skills training and related asset transfer would be implemented on a group-based approach. 

The beneficiaries of this programme will be mobilized and organized in a variety of groups and institutional development with focus on integrated village development in collaboration with local government. 

The LACIP Phase II will be operational in selected areas of three districts of KPK i.e Shangla, Buner and Lakki Marwat. The partner organizations in this phase will set up development plans adopting the participatory approach in consultation with beneficiaries of village/neighborhood councils on which specific measures will be identified and prioritized.

During the visit, Elke Metzen also visited communities in district Shangla and Buner to review the progress and impact of the KfW funded LACIP implemented by PPAF through National Rural Support Program and Sarhad Rural Support Programme. 

Metzen appreciated the development work of PPAF through its partner organizations in these communities. She said, “During my visit, I have spoken to the community members, and encourage their endeavors to continue the hard work for betterment of their areas, and to work with us on current and future projects. We appreciate the collaboration of the local government in implementation of these demand-driven and integrated developments plans for the far off communities of the province.” 

Zariful Maani, Deputy Commissioner, District Buner assured “The Programme has our complete support in identification of poorest villages and in supervision of successful implementation of development projects. We believe that the impact of these interventions have the potential to improve the living standard of poor people living in hilly terrains and inaccessible areas. I appreciate the existing work of PPAF and its partner organizations in developmental work carried out in Buner district. We will mutually execute the development projects and aid utilization of funds in an effective way.”

Simi Kamal, Senior Group Head Grants Operations, PPAF shared, “It’s heartening to see the active participation of communities in the development of their areas and developing linkages with other institutions. A positive effect of this project has been the true engagement of women in economic activities as more women are involved in decision making.”

The KfW and PPAF officials held meetings with other government officials including Dr. Ubaidullah Khan, District Nazim Buner, Yousaf Ali Khan, Naib Nazim, District Buner, Niaz Ahmed Khan, District Nazim, Shangla and Tariq Mahmood, Assistant Commissioner, Shangla during this visit.

ISLAMABAD/LAHORE/PESHAWAR: Leaders from Pakistan’s main political parties have sought clarification into recent allegations made by Pakistan Tehreek-e-Insaf (PTI) chairman Imran Khan of being offered Rs 10 billion to stay silent in the Panama Case.

Khan during a gathering at Shaukat Khanum Hospital alleged that he had been made an offer in the Panama case. "Just imagine how much money he offered me to be silent. Rs10 billion. If he can offer me this much money, just imagine how much he would offer to others. That is why if we don't maintain public pressure on this issue, then after two months it will be dragged to next year," Khan said.

Punjab Law Minister and PML-N leader Rana Sanaullah called on the Chief Justice of Pakistan to take suo moto notice of Imran Khan’s allegation.

"The Chief Justice should ask Imran Khan who offered him the money," said Sanaullah while speaking outside the Punjab Assembly on Wednesday. The accusations he has hurled should be enquired into, the law minister said.

If the accusations are proven to be true then the person who offered the amount should be brought before the entire nation, he remarked, adding "that person should be punished."

However, if the allegations are proven to be false then Imran should be taken to task, Sanaullah suggested.

"For the last four years, Imran has been insulting people," he maintained. "He should be sent a notice and punished."

However, Pakistan Muslim League-Nawaz leader and daughter of Prime Minister Nawaz Sharif, Maryam Nawaz, responded to Imran's claim.

In a tweet, Maryam responded to the accusation and called Imran a 'liar'.

Pakistan Peoples Party (PPP) Senator Saeed Ghani said Imran Khan's allegations are very serious. Speaking to reporters, Ghani said it is Imran Khan's duty to clarify who made the offer? Upon whose instructions was the offer made? All such details must be brought to light, Ghani added.

The PPP Senator said that if such an offer was made, an inquiry should be conducted against the prime minister on these grounds. He added that by not clarifying, Imran Khan's statement was also casting a shadow of doubt on the PPP.

Separately, President Awami National Party Asfandyar Wali reiterated that Imran Khan should clarify who made him the offer and give a detailed explanation.

The ANP leader was speaking to the media after party’s think-tank session in Peshawar on Wednesday.

On Panama verdict, he remarked that he respects the Supreme Court’s decision and will not demand PM’s resignation.

He also raised doubts whether Imran Khan will accept the decision of the Joint Investigation Team if he is not willing to accept SC’s decision. “It is strange that the leaders distributed sweets one day and the next day they asked for the PM to resign,” he remarked.
