Islamabad July 11, 2019: The Prime Minster met with the visiting President of the World Economic Forum, Mr.BorgeBrende, at the Prime Minister’s office. At the meeting, the Prime Minister announced the establishment of the National Accelerator on Closing the Skills Gapin Pakistan, in partnership with the World Economic Forum, with Punjab Skills Development Fund (PSDF) serving as its national secretariat.


The World Economic Forum is the international organization for public-private cooperation. The Forum engages the foremost political, business and other leaders of society to shape global, regional and industry agendas. It is independent, impartial and not tied to any special interests. The Forum has established the Centre for New Economy and Society (CNES) to provide leaders with a platform to understand and act on emerging economic and social challenges.The Forum’s Centre for New Economy and Societyhas partnered with PSDF to work together on the future of education andwork by setting up a National Accelerator on Closing the Skills Gap in Pakistan. The Accelerator will aim to increase the employability ofthe current workforce and increase work-readiness and critical skills inthe future workforce.


The National Accelerator will be led and guided by a team of Co-Chairs from the public and private sectors. The Government will be represented by Mr. Shafqat Mahmood, Federal Minister of Education and Professional Training and Mr. Zulfiqar Bukhari, Special Assistant to the Prime Minister on Overseas Pakistanis and Human Resource Development. The Co-Chairs from the private sector include Ms. Shazia Syed, MD Unilever Pakistan, Mr. Mohammed Aurangzeb, President and CEO, Habib Bank Limited, Mr. Ghias Khan, CEO, Engro Corporation. PSDF CEO, Mr. Jawad Khan, will be the National Coordinator. 

Focusing on the most strategic sectors in the economy, the Accelerator will also onboard the CEOs of 50 to 100 leading companies in Pakistan as well as academics, policy makers and technical experts from the education and skills development space. The Centre for New Economy and Society has already established 5 such Accelerators in Argentina, Oman, South Africa, the United Arab Emirates and India, with 10 more Accelerators expected by 2020. 

At the meeting, the Prime Minister shared his Government’s political and financial commitment to reform the skills development sectors in Pakistan and thanked the World Economic Forum for choosing Pakistan as a founding member of the Closing the Skills GapNational Accelerator initiative. Given its global reach, experience and expertise, the Prime Minister expressed his confidence that the Forum’s engagement will help provide new opportunities for Pakistan’s youth and help them develop new skills to fully embrace the impact of the Fourth Industrial Revolution. 

Mr. BorgeBrende, President, World Economic Forum, said: “The launch of the National Accelerator on Closing the Skills Gap is an important milestone in our relationship with Pakistan and it is just the start. Many of Pakistan’s national priorities are the core focus of the Forum’s work. From climate change, water scarcity and connectivity to regional cooperation, the Forum is ready to offer its platform to support Pakistan’s economic transformation.” 

Ms. Saadia Zahidi, Managing Director and Head of the Forum’s Centre for New Economy and Society, said: “The Fourth Industrial Revolution will lead to significant change in the employment and skills landscape globally over the coming years – and Pakistan is no exception. Through our Accelerator initiative we look forward to supporting Pakistan with an integrated platform for learning and action to proactively manage this change.”

Mr. Jawad Khan CEO, PSDF, said: 
“we are truly honoured to be chosen as the national secretariat for the National Accelerator in Pakistan. PSDF is already doing pioneering work in the skills development space to create income generation opportunities for the poor and vulnerable youth. The partnership with the Forum’s CNES will help it benefit from the Forum’s global experience, reach, as well as from the experience of other global accelerators.”

ATTOCK: At least 13 passengers were killed and several others injured when a passenger coach overturned  at Brahma Bahtar Interchange  near Attock  Thursday morning.

According to details, the accident occurred near Attock when the driver lost control of the speedy coach due to the slippery road. The bus was going to Swat from Lahore.

As many as 13 passengers lost their lives and several others wounded in the road crash. The injured and the bodies were rushed to the hospital. The condition of several passengers is said to be critical, according to hospital sources.

Lahore, June 26, 2019: In this regard under the supervision of CPO Multan Imran Mehmood police conducted an operation in coordination with JTT, othe law enforcement agencies and Elite force from 21 to 24 June. Search operation was carried out in the areas of Maka Town and Baloch Colony in the jurisdiction of Police Station New Multan, and in Basti Jaleel, Chak no 90, in the areas of PS Budhla Sant and PS Qadar Pur Rawan. During search operation total 24 illegal weapon were recovered, 354 houses were searched and credentials of 149 citizens were verified through biometric.

29 culprits of betting on matches were arrested and an amount of 169000 were recovered while 25 persons were arrested for keeping illicit/vulgar videos. 7 LCD,s 7 UPS, 5 TP Link devices were recovered from these criminals. During search operation 6 local goons/gangsters were detained for 30 days under 3 MPO Act.

CPO Multan Imran Mehmood said that on the directions of IGP, operations are being carried out to purge district from criminal elements and illegal weapons in coordination with other law enforcement agencies, so far during the operation a large no of criminal elements arrested and according to the list of top 20 criminals special teams has been constituted for the arrest of these listed criminals.

He further added that I am monitoring the operation myself to ensure that during the action according to the SOP,s no botherance is caused to law abiding citizens because main objective of this operation is to purge the area from criminal elements and illegal weapons.

VEHARI: At least 60 girl students of the University of Education, Vehari campus, landed in hospital on Thursday after taking ‘unwholesome’ food at the hostel mess on Wednesday night.

A large number of girl students took roasted chicken at the hostel mess on Wednesday night. About 4am, around 60 girls complained of stomach pain and the hostel administration called Rescue 1122 who rushed them to emergency of the Vehari DHQ hospital.

Medical Superintendent Dr Fazal told Dawn that the girls suffered from food poisoning. He said a majority of the girls were discharged from the hospital after treatment. “Some of them are still under treatment.”

He said 54 students were admitted to the hospital early on Thursday morning.

University’s acting Principal Khalil Ahmed told this correspondent that some parents got their children admitted to private clinics and hospitals. “A total of 102 girl students of BS programmes reside in the hostel.”

He said contract of [food contractor] Naseer Ahmed was cancelled. He said the food authority had taken samples of the food and drinking water and sent the same to lab for examination.

He said the mess was sealed till the completion of the inquiry.

Danywal police SHO Nasir Tabassam said after lab report case would be registered under the Pure food Act.

Lahore, February 18, 2019: On the directions of Inspector General of Police Punjab Amjad Javed Saleemi the process of timely justice to the public and elimination of anti social elements of society is going on with the mutual cooperation of Police and the public. A prestigious inaugural ceremony was held at district police lines Attock for establishment of community watch wing and public liaison committee in this regard. Public representatives, members of civil society, community watch wing, members of PLC and DPO Attock along with other police officers participated in this ceremony.

While briefing DPO Attock told to participants that the basic objective of community watch wing and public liaison committee is to establish a mutual cooperation between police and the public following the parameters of community policing and also ensure elimination of crime from the society. These committees will also resolve the common disputes by which the precious time of Police will be saved and police will be able to put complete focus on extermination of major crime from the society.

He further said that 200 members of community watch wing from general public will aid police in crime investigation whereas 400 members of public liaison committee will provide timely information to police regarding suspicious sectarian and political activities.
 
According to DPO Attock by these committees the issues of the public will get resolved very quickly and it will strengthen the trust between public and police. The issue of political and religious will also be redressed by these committees before getting severe because if sectarian issues are not overcome timely then these issues cause high disastrous.

He further said that members of Community Watch Wing will patrol streets, mohallas and villages. They will be provided with proper gear with fluorescent jackets, helmet, torch and sticks will patrol with police by which the crime graph will be lowered down. SDPOs will supervise these members and submit reports on daily basis. The objective of PLC is to provide relief to public which will play its role in resolution of political and religious issues. In this way, local people will become eyes, ears and hands of Police in their efforts.

DPO Attock further said that it will be easy to fight against the crime on identification of public and police patrolling has been scheduled in this regard by which monitoring and surveillance systems will be improved. It will also help in identifying the criminals, their arrest and activities by the help of public cooperation.

LAHORE: The Provincial Advisory Committee (PAC) of the Pakistan Poverty Alleviation Fund (PPAF) for Punjab, held its first meeting in Lahore. The 10-member committee comprised of officials from the provincial government, experts from various sectors, board and general body members of PPAF and PPAF officials. The meeting underscored PPAF’s contribution to the province and the roles and responsibilities PAC-Punjab shall be undertaking. Calling attention to areas like health, education, social welfare, social protection and women’s empowerment, the discussion focused on uplifting the poor and neglected segments by strengthening collaboration and engagement at all levels.

The PAC – Punjab meeting was chaired by Mr. Kamal Hyat, Board Member PPAF and was attended by Ms. Fauzia Viqar, Chairperson, Punjab Commission on the status for women, Government of Punjab, Mr. Faiz Ahmed Naeem Director, Social Welfare Department, Government of Punjab, Mr. Waqar Azim Director Program, Punjab Social Protection Authority (PSPA), Dr. Naved Hamid, General Body Member PPAF and Director Centre for Research and Economics and Business Lahore School of Economics and Professor of Economics at Lahore University of Management Sciences, Mr. Abbas Rashid, Executive Director, Society for the Advancement of Education (SAHE), Mr. Ali Zahid Rahim, Founding Partner, Axis Law Chambers and Mr. Qazi Azmat Isa, Chief Executive Officer, PPAF.

In his welcome note, Chairman PAC Punjab, Mr. Kamal Hyat stressed on the dire need of poverty alleviation. He said that substantial change only takes place through collaboration. With representation from the provincial government, civil society, and PPAF, the PAC will be able to look at the bigger picture of the province, and hence create more meaningful impact through direct programmes, collaborations and linkages. The initiative aims at enhancing coordination with the governments at the provincial level in the light of 18th amendment in the Constitution of Pakistan.

Ms. Fauzia Viqar, Chairperson, Punjab Commission on the status for women, Government of Punjab welcomed the creation of the PAC and collaborating to use existing networks for information and outreach. She offered to share the comprehensive list of the existing programmes and services available for women available with the PCSW which could be shared with PPAF’s partners and beneficiaries.
  
Mr. Waqar Azim, Director Program, Punjab Social Protection Authority (PSPA) welcomed the opportunity to share the programmes and tools available with the government and PPAF thereby avoiding duplication of efforts.

 Mr. Faiz Ahmed Naeem, Director, Social Welfare Department, Government of Punjab recommended a pilot project at tehsil level and linking all the existing programmes to ensure greater impact at the household level. He further said that, the government works with deprived and vulnerable segments of society through direct interventions and through voluntary agencies (CBOs, NGOs, etc). There is a need to bridge the gap between all the actors.

Qazi Azmat Isa, CEO of PPAF, offered the PAC platform, PPAF’s presence in 36 districts of Punjab and grass root network of 58,634 community organisations, 6462 village organisations and 276 union council based organisations in the province to collaborate and achieve the objectives of the provincial government.

Lahore, November 19, 2018: The main contractor for the Orange Line Metro Rail Transit System, the joint venture of China Railways Corporation (CR) and China North Industries Corporation (NORINCO), today announced that it has finished work of laying down the final remaining track of the Line’s underground stations, and with this the entire main line is now available for the next phase of the project. CR-NORINCO was responsible for tracks laying, supply of the trains and the electrical and mechanical works. 

The overall length of the Orange Line track is 25.58 kilometers one-line (51.16 kilometers both line) and there are 24 elevated and 2 underground stations along this route. The Orange line track runs in a north-south direction through the city of Lahore, along the Grand Trunk Road, Macleod Road, Lake Road, Multan Road and Raiwind Road. Upon commissioning, this state-of-the-art public transport system is expected to serve up to 250 thousand citizens daily, facilitating their commute via a fast and efficient transit system of an international standard.

“The Orange Line Rail Transit system will prove to be a great asset for Lahore in many ways, as it will not only greatly facilitate daily travel of tens of thousands of people, but it will also reduce vehicular traffic on the roads of Lahore and reduce environmental pollution caused by these vehicles,” stated Feng shuo chief engineer of CR-NRINCO, and added, “It is also to be noted that costs incurred for our scope of work, including the cost of the trains is comparable to the lowest costs internationally.

‘Telecom service providers are development partners of Punjab govt’ : said Dr Ayesha Ghaus Pasha


LAHORE: Provincial Finance Minister Dr Ayesha Ghaus Pasha said on Friday that telecommunication service providers were development partners of the Punjab government and an important source of sales tax.

Talking to heads of telecommunication service providers here at Civil Secretariat, she said that some of the social sector facilities were the result of taxes collected from this sector. ” The Punjab government is ready to provide every possible cooperation to telecommunication sector but timely provision of taxes is the responsibility of all service providers and it is also a step towards maintaining good governance,” she added.

Punjab Revenue Authority (PRA) Chairman Raheel Ahmed Siddiqui, Additional Secretary Finance Rana Obaid, Special Member Tax Abdul Rehman Warraich as well as representatives of different cellular companies attended the meeting.

The minister was of the view that mobile telephone and internet services had become an integral part of daily life, and special remission given on sales tax of internet services had helped to improve growth rate along with business growth of telecommunication sector. In this regard, the government related responsibilities of telecommunication service providers had also been increased.

She impressed upon the heads of telecommunication service providers to play their role as an important stakeholder instead of considering the tax as a burden and present feasible proposals for enhancing the provincial resources.

Telenor CEO Irfan Khan highlighted the impacts and possible remission of taxes imposed on telecommunication services and said that increase in investment by telecommunication service providers would be possible in case of receiving of equal taxes imposed on other services.

Other members also presented their proposals for enhancing the provincial resources.

The minister asked them to present their proposals in black and white and directed the Punjab Revenue Authority and Finance Department to review the proposals put forth by the telecommunication service providers.

These proposals, she added, should be presented before resource management committee so that policy could be constituted before the upcoming provincial budget.

Earlier, the minister presided over another meeting of resource mobilization committee and directed the tax collecting departments ,including the Punjab Revenue Authority, to solve problems of traders on priority basis. The demands which could be made part of Finance Bill should be presented before the committee and the demands which related to the administration should be solved at the earliest.

She said that opportunities should be created for encouraging investment and unemployment could be overcome.

The meeting discussed the proposals forwarded by different departments for resource mobilization.

On this occasion, Provincial Industries Minister Sheikh Allah Uddin proposed that tax should not be imposed on such services which were used by the middle class and a source of employment for the students.

The committee stressed the need to impose unified tax on all services and instead of imposing new tax, recommended review of tariff of already imposed taxes. The Board of Revenue was directed to submit its proposals before the budget along with removal of obstacles in collecting taxes. APP

Punjab Govt and #Huawei inaugurate Lahore Safe City Project

The Chief Minister of Punjab – Mian Shehbaz Sharif  recently chaired an inauguration ceremony for the Punjab Police Integrated Command, Control & Communication Center (PPIC3) Lahore Project. Also in attendance at the ceremony were the Deputy Chairman and Rotating CEO of Huawei Guo Ping, Minister for Law & Parliamentary Affairs Punjab Rana Sanaullah Khan, Minister for Counter Terrorism Punjab Lt. Col. Ayub Khan, Minister for Sports & Youth Affairs Punjab Jahangir Khanzada, as well as foreign ambassadors, ministers, and police officers.

The PPIC3 project has been planned, designed, and implemented by Huawei, and covers a wide range of municipal works including CCTV cameras across the whole city, E-challan & Red Light Monitoring System, and Automatic License Plate Recognition System. The project will also involve the deployment of more than 600 police communication posts, and a platform comprised of 25 different software products. The project will protect the safety and security of citizens and their properties, while also playing a role in counter terrorism surveillance.

Muhammad Shehbaz Sharif thanked the project team for their dedication, including international contractors like Huawei. Sharif said that the project had brought Lahore to the next level, making the city comparable to many top-tier cities in the Middle East, Europe, and Russia.

Modern life depends on the smooth integration of technology into society. The infrastructure provided by Huawei through the project is not just for public safety; it will also bring greater connectivity to the health and education fields. Work in five of six divisions in Lahore has now been completed. Work in Cantt, the remaining divisions, is set to be completed by January 31, 2018. The project will be scaled up to six cities in Punjab, out of which three are already in the procurement stage. All six cities will be interconnected for a safer Punjab.

During his speech, Guo Ping congratulated Muhammad Shehbaz Sharif and the people of Punjab on the successful inauguration of the PPIC3 Lahore project.Guo said, “This project has significantly improved Lahore’s security and emergency management capabilities. It is a key milestone on this city’s path to becoming a safe city, and eventually a smart city. We will soon enter an intelligent world. In this world, all things will be able to sense, all things will be connected, and all things will be intelligent. Huawei is committed to bringing digital to every person, home and organization to help build a fully connected, intelligent world.”

Guo continued, “In terms of scale, functionality, and technology, the Lahore project is one of the largest projects in the industry. We faced tremendous challenges. However, by working closely with the Punjab government, we managed to overcome these challenges and created many leading safe city practices, including theLTE-A mission critical broadband communications system, theIntegrated Communication Platform (ICP), and theend-to-end disaster recovery system. The most powerful license plate and facial recognition system is also deployed in the city.”

The Inspector General of Police and other honorable guests also spoke at the inauguration ceremony.

LAHORE (Web Desk): As per instructions of CM Punjab Shehbaz Sharif, crack down by Punjab Food Authority (PFA) is on its way against manufacturers of substandard and adulterated edibles to ensure better health and provision of standard food to the people.


While dealing a severe blow to the heinous act of adulteration mafia, PFA has captured 37,000 litres of fake juice by exposing the business of false juice manufacturing. Director Operations Rafia Haider revealed that fake juices of renowned brands were being prepared in a locked house. The manufactured juice was captured from three different factories. She told that two factories were working simultaneously to ensure maximum production. Moreover, all juices were being made using chemicals and expired flavors, without there being a sign of real fruits on the premises.

Investigations have been directed, the units sealed and cases filed against the owners.

In other activities of PFA, Cosa Nostra, Chashni Sweet Shop and Spice Bazar in Gulberg II were fined Rs 100,000, Rs 50,000 and Rs 100,000 respectively, for the presence of flies in the area, improper preventive measures against insects and use of dirty mincing machine. In addition to this, K & K Juice Corner and a dahi bhallay point situated in Township was sealed for using rotten fruits and chemical colors in juices, washroom in production area, unhygienic condition of workers, open drains, ineffective insects preventive measures, dirty and broken freezers and non-retrieval of medical certificates of workers and food license.

Further, Shalimar Restaurant and Aljannat Juice Corner in Data Ganj Bakhsh, Rehman Tikka and Fish Corner in Johar Town and K & K Biryani and Fried Chicks were fined as well for open drain and dustbins, uncovered food items, and absence of hand washing soaps. Other shops were advised to improve their standards while e-licenses issued to some on the spot.

Thunderstorm and rain in Punjab killed 4 and injured about 10 people

LAHORE  At least four people were killed while six including mother and son sustained severe wounds in separate rain-related incidents across the Punjab.

The midnight rain with gusty winds turned weather pleasant in parts of the province however, this has also added to the woes of the locals as the thunderstorm tripped 150 feeders of Lahore Electric Supply Company (LESCO).

On the other hand, one person lost his life while six were injured as roof of a dilapidated house caved in due to downpour. The injured have been shifted to the hospital for medical assistance.

Separately, roof collapse in Pir Mahal near Kamalia Sugar Mill claimed lives of three people.

The strong thunderstorm has also caused damage to the property and cars in the twin cities.

According to Pakistan Meteorological Department (PMD), rain/dust-thunderstorm associated with gusty winds will continue at scattered places of KP (Khyber Pakhtunkhwa), FATA, Gilgit-Baltistan, Kashmir, Islamabad Rawalpindi, Sargodha, Gujranwala, Lahore and Faisalabad till Friday with breaks.

Spokesman further informed that current heat wave conditions will subside due to this weather system all over the country. A few hailstorm events may occur in sub-mountainous areas of Punjab, Hazara division and Kashmir during the period. (Dunya News)

RAHIM YAR KHAN: In yet another tragic incident, a ‘spiritual healer’ sexually abused two women in Jetha Bathha Town near Rahim Yar Khan two weeks ago, police officials said.

Saddar Police Station SHO Abbas Akhtar said Faqir Hussain, a resident of Jetha Bathha, filed a complaint at the police station in which he stated that his daughter and daughter-in-law were raped by a ‘spiritual healer’ Bilal Shah two weeks ago.

He added both women routinely visited Shah to get amulets. The police official maintained, “While returning from one such visit some 15 days back, Hussain’s daughter and daughter-in-law told him that they had been raped by Bilal Shah.”

The SHO pointed out the accused had also offered money and land to the victims’ family in a bid to settle the matter after interference from some influential people of the area. However, Hussain refused to accept his offer, he said. “The women were sent to District Headquarters Hospital in Khanpur for medical tests while a search operation to arrest Bilal Shah has been underway, SHO Akhtar said.

Meanwhile, the police have registered an FIR against the accused under Section 376 of the Pakistan Penal Code. Earlier in May 2017, a newly-married woman committed suicide after being raped and tortured by a ‘spiritual healer’ in Shah Jamal, Muzaffargarh.

NB*, 20, resident of Goram Bagraoun, married Akram one month ago. Her mother-in-law Mumtaz Mai claimed that NB was under the influence of evil spirits and took her to a fake faith healer for exorcism. The self-proclaimed faith healer Qari Iqbal told Mumtaz Mai that her daughter-in-law was possessed and needed a ‘healing treatment’ to drive them out or she would not be able to have a child.

As part of the treatment, the fake faith healer sexually assaulted and tortured the young woman with hot knives and rods causing serious injuries on her hands, feet and other parts of the body.

FAISALABAD: The Government College University Faisalabad (GCUF) on Monday suspended as assistant professor for three months after an inquiry committee found him guilty of sexually harassing a female MPhil Organic Chemistry student.

"Consequent upon the recommendation of the Sexual Harassment Committee, the vice chancellor... has been pleased to place Dr Nasir Rasool... under suspension, for a period of 90 days, with immediate effect," said the notification issued by GCUF registrar dated April 17.

The probe against Dr Nasir Rasool, an assistant professor of the chemistry department, was started after the vice chancellor referred the matter to the varsity's Sexual Harassment Committee after a complaint filed by S*, a research student of organic chemistry on March 27.

The VC had instructed the committee to probe into the matter instantly and submit a report in this regard by April 07. In her application submitted to the VC, S stated that she had been assigned to do her research work with Dr Rasool, and sometimes the students had to work in the laboratory alone with him. Dr Rasool "has been constantly behaving obnoxiously, flirtatiously and unethically with me," the student said, adding that this was against her "dignity and honour".

S said the professor had been constantly making unethical phone calls, sending indecent text messages and "threatens of dire consequences to discourage me from complaining against him". "I can't bear it anymore... his vulgar communication is unbearable for me." The student urged the VC to take strict action against the concerned teacher and "protect my dignity and honour like you would as you would do for your own daughter".

She had also attached printed screengrabs of text messages sent by Dr Rasool as proof of his misconduct. The university's registrar office said in the suspension notice that a case for the initiation of inquiry against Dr Rasool under the Punjab Employees Efficiency, Discipline and Accountability Act 2006 will be placed before the forthcoming meeting of the university syndicate.  (Monitoring Desk)

Heartless Sons kill mother for contracting second marriage

FAISALABAD: A divorced woman was shot dead by her two sons on Thursday over contracting a second marriage with her brother-in-law in Chak No 235 GB in Sadar Jaranawala Police jurisdiction.

Police said Zubaida Bibi, 42 was married to Muhammad Liaquat Ali some 23 years ago and the couple had six children. On November 18, 2015, she got divorced from her husband and contracted a second marriage with Gulzar Ahmad, 42, a real brother of her former husband, living in the adjacent house.

This infuriated her sons. Zubaida’s eldest son Muhammad Kashif was not happy with the divorce and subsequent second marriage of his mother with his uncle.

On Wednesday night, he along with his brother Muhammad Rafaqat, 19, shot dead their mother when she was asleep at her house. Police shifted the body to Tehsil Headquarter Jaranwala for autopsy.

Investigation Officer Sub-Inspector Muhammad Afzal said Zubaida was not happy with her former husband and got divorced. She then married Gulzar Ahmad, who lost his wife to cancer few years back.

A case has been registered under Section 302 PPC on the complaints of her husband Gulzar Ahmad.

The cases of violence over matrimonial issues are rampant in Punjab. Hundreds of women were killed for the sake honour over the last two-and-a-half years.

Data analysis shows that such incidents occurred more frequently in urban centers. A mother burnt her daughter alive for marrying of her out of choice in the Factory Area, Lahore.

A few weeks back, a teenage boy shot dead his sister dead for turning down a marriage proposal. Feminists and human rights activists blame the chauvinist mindset for such incidents.
