LSO Conference - PPAF Financing Sustainable Development and Community Building in Balochistan

Quetta: The Pakistan Poverty Alleviation Fund (PPAF) held a half-day conference in Quetta for developing strong linkages between duty bearers and community institutions in Balochistan. The objective was to empower Local Support Organisations (LSOs) to strengthen socio-economic development through PPAF’s Tabeer-o-Tameer Fund initiative. The project supports the development of community driven institutions through consistent financial and technical support, in order to facilitate initiatives for sustainable development in Balochistan.



The LSO conference was attended by government officials from Balochistan including; Secretary Environment, Mr. Saboor Kakar, Secretary Education, Mr. Noor Ul Haq, Director General, Research, Agriculture, Balochistan, Dr. Javed Tareen, and Chief Engineer, Planning and Design PHE Department Mr. Javed Ahmad.

Mr. Tahir Malik, General Manger – Institution, PPAF, Innovation and Integration, welcomed the participants and shared the progressive role of community institutions in the development of society. He highlighted the opportunities that the PPAF’s Tabeer-o-Tameer Fund is offering to help strengthen local communities at the grass roots.

LSO representatives shared the progress and development plan with the provincial administration for sustainable development in their respective areas.

Addressing the conference, Honorable Secretary Education Balochistan, Mr. Noor Ul Haq said, “There is only one formula for development and alleviation of poverty, i.e. the provision of education. No nation can develop and escape the vicious cycle of poverty without education.” He discussed the role of the Government of Balochistan in improving the literacy rate in the province with an estimated budget of more than 60 billion allocated for education. He stressed the need for each teacher to leave no stone unturned in shaping the hearts and minds of students to help secure the future of the province. Secretary Environment, Mr. Saboor Kakar thanked PPAF for proposing solutions for problems affecting local communities, and expressed his commitment to work with LSOs to formulate plans that can better address issues of local communities.

Speaking on the occasion, Mr. Javed Ahmad, Chief Engineer, Planning and Design PHE Department addressed the challenge of water scarcity and the water-poverty nexus. He discussed the mitigation measures being taken by the Government of Balochistan to opt for workable solutions to resolve the issue with a vision to resolve the water crisis by 2030 in Balochistan. He said that there are currently five dams proposed in Balochistan for countering water scarcity. He also mentioned that water from existing resources is being channeled to improve the supply of water in the province in order to counter groundwater depletion. He thanked PPAF for its efforts in empowering local communities.
Dr. Javed Tareen, Director General, Research, Agriculture, Balochistan in his address stressed on the need for exploring the agricultural potential in Balochistan to uplift the state of the provincial economy.

In her closing remarks, Chairperson, PPAF, Ms. Roshan Khursheed Bharucha emphasized on the need for local communities to step forward and take charge of their destiny by sheer will, hard work, and by ensuring inclusion of women in the process of development. She ensured PPAF’s continued support for local communities to alleviate poverty in Balochistan.

The Pakistan Poverty Alleviation Fund (PPAF) is the apex institution for community-driven development in Pakistan. PPAF works as private sector organization in support of public policy, by providing an array of financial and non-financial services to the poorest and the most marginalized communities across Pakistan.

Participants highlight role of Media for addressing malnutrition in Balochistan

Quetta, September 27, 2018: Commitment from media is critical for mobilizing and garnering affirmative action to defeat malnutrition menace in Pakistan. This was discussed in a meeting organized by Scaling Up Civil Society Alliance Pakistan (SUNCSA, Pak) in collaboration with Nutrition International and Pakistan Poverty Alleviation Fund (PPAF), member and Chair of the SUNCSA Executive Council. The participants from media pledged to actively play their role for prioritizing nutrition agenda at the policy and programme levels in Balochistan as well as raise public awareness on the adverse effect of malnutrition to bring about behavior change.



Speaking on the occasion, Dr. Ali Nasir Bugti; Provincial Coordinator and Head of Nutrition Cell; Government of Balochistan highlighted the initiatives taken by provincial government to address the malnutrition situation in the province on priority basis. He shared with the audience various initiatives taken by the Nutrition Cell to address the issue in various districts of Balochistan He said, “Lack of human resource is one of the biggest hurdles in reaching out to local communities suffering from malnourishment. The issue of malnutrition cannot be tackled individually; concerted efforts are required from all stakeholders including the government, civil society, private sectors and media for improving the situation of malnutrition in Balochistan”. He elaborated the role of the Balochistan Nutrition Program for Mothers and Children and the support extended by the donor agencies, in this context he gave reference of different strategies that have been developed at the provincial level. He said more than half of children under five in Balochistan are stunted which means that they are short for their age due to chronic malnutrition, a condition that has lifelong consequences on physical and mental development. He also added that Balochistan’s government is committed to eliminate the malnutrition crises from the province and has been taken various steps to address the menace of malnutrition. Dr. Ali Nasir Bugti appreciated the meaningful presence of print and electronic media and said that they can play a powerful and active role through sustained focus on nutrition reporting using their platform. He urged them to highlight the malnutrition issue using their platform, he added.
Ms. Aliya Habib, Project Manager, SUNCSA, Pak/ Nutrition International presented the overall context of malnutrition and status at national and Balochistan level. She highlighted that malnutrition not only effects individuals but has dire economic and developmental impacts for the community and nation as well. She added that Balochistan has particularly high rate of stunting, where more than half of children under-5 (52%) are stunted while the prevalence of Wasting is 16 percent in the province as compared to 44 percent and 15 percent respectively of the national average. The current malnutrition had been estimated to cost the Pakistan’s economy $7.6 billion (3% of GDP) annually. She emphasized that a multi-sectoral and holistic approach including short term and long term evidence based approaches are the need of the hour to address the current malnutrition emergencies.
Pakistan joined the Global SUN (Scaling up Nutrition) Movement in 2013 committing to end malnutrition in the country. SUN Civil Society Alliance Pak is a coalition of over 150 civil society organizations from all federating units, working for the promotion of nutrition agenda and improving the nutrition indicators of the country. The alliance has an active role in mobilizing political commitment for addressing malnutrition at federal and provincial policy level. 

Dr. Seema Raza, Senior Manager, PPAF thanked the participants for their valuable inputs and joining hands for working together to eliminate malnutrition from Balochistan. She informed the participants that PPAF through its partner organizations has trained more than 450 men and women as community resource persons who have proved instrumental in disseminating nutrition sensitive messages to local community in districts Qilla Abdullah, Qilla Saifullah, Zhob, Pishin, Awaran and Panjgoor. She further said that Media has an extremely powerful and challenging role to play when it comes to disseminating information to the vulnerable sections and catalyzing political ownership to highlight the issue of malnutrition for guiding public opinion and actions for prioritizing the issue at policy level. She said, “We are looking forward to a dedicated collaboration with media, government, SUN secretariat and other stakeholders to end malnutrition crisis in Balochistan”.

In the open discussion session, the media participants expressed their resolve for tackling the malnutrition challenge head on. They suggested writing news articles, blogs, and case studies, media feeds on nutrition and food security issues. They said that emphasizing the human side of malnutrition through focused case studies is the way to attract and sustain attention of public and policy makers.

A nutrition core group of media persons was formed at the end of the session to develop a single platform for prioritizing nutrition from policy and program levels to community levels. The media persons pledged to use their technical expertise and influence for making nutrition a priority for political commitment, government action and public behavior change. 

The meeting was attended by journalists from print and electronic media, representatives from Nutrition Cell, P&DD and Health department Balochistan, and civil society organizations.

Quetta : A signing ceremony between JazzCash, National Bank of Pakistan and Excise & Taxation Department, Government of Balochistan took place in Quetta, Balochistan. Under this agreement, JazzCash has become the official branchless banking partner for NBP’s ongoing collaboration with Excise and Taxation Department, Government of Balochistan.



Citizens of Balochistan can now pay their Vehicle Registration, Vehicle Token Tax, Property Tax and other similar taxes through JazzCash using payment options such as JazzCash Mobile Accounts or JazzCash’s retail network prior to visiting the Excise and Taxation department. This will minimize the operational hassles for the Excise and Taxation Department, while residents will have convenience, comfort, transparency and fast track options.

Ufone says will provide compensation to families of labourers killed in Kharan gun attack




The Supreme Court on Wednesday ordered cellular service provider Ufone to submit a complete financial plan for compensation to the families of six labourers who were gunned down while fixing the company's cellphone tower in the Liji area, in Balochistan's Kharan district on May 3.

The gun attack orchestrated by unidentified motorcyclists left six labourers belonging to Okara dead, while another was severely injured.

A two-judge bench ─ comprising Justice Umar Atta Bandial and Justice Ijazul Ahsan ─ heard the case after Chief Justice of Pakistan Justice Mian Saqib Nisar took suo motu notice of the matter on May 5.

In today’s hearing, the lawyer representing Ufone told the court that the widows of three of the labourers would receive Rs20,000 per month and the company would pay for the educational expenses for their children.

“The families of the labourers will also receive Rs1 million,” he said.

When asked about the labourer injured in the attack, the company's lawyer told the court that he had been moved to a hospital in Lahore for treatment.

Hearing this, the bench ordered that Ufone should present a financial plan for compensation in court.

The court also asked the additional advocate general, who was present in court, to see what measures the Punjab and Balochistan governments were taking for the families of the labourers.

“I can find out and let the court know about the provincial policy regarding providing compensation to the affected families,” the AAG said as the hearing was adjourned until Thursday, May 17.

In a previous hearing of the case, conducted on May 11 at the Quetta registry of the SC, the chief justice had regretted that no security had been provided to the workers, and was told by the home secretary that Ufone’s contractor had neither applied for a no-objection certificate nor asked the government to provide security to the workers.

Ufone Balochistan Football Cup: Aqua FC Quetta claim the title of this year’s championship



Quetta: Aqua FC Quetta claimed the title and lifted this year’s Ufone Balochistan Football Cup’s trophy at a thrilling final after beating Noshkal Baloch FC Noshki 2-1. 

The final at Railway Ground Quetta was attended by a large crowd including general public, dignitaries, media and management of Ufone. Secretary Sports Balochistan, Mr. Manzoor Ahmed was the Chief Guest. He handed over the trophy to the winning team.

“It is a great initiative from Ufone. These kind of activities not only promote good health but also help build confidence in the youth and provide them a competitive opportunity”, Mr. Ahmed said.

Earlier on in the first half, Aqua FC Quetta played a defensive knock in the first ten minutes of the game while Noshkal Baloch FC kept attacking. However, after the initial defense Aqua FC geared up the aggression and made several attacks on the Noshkal’s goal but could not get the ball past the goal post. No goals were scored in the first half.

Noshkal Baloch FC’s Abdul Malk scored earlier in the second half to take the lead in the match. After a gap of 15 minutes Sher Hassan from Aqua FC scored an equalizer to keep club’s hopes alive for the title. It was not until the last few minutes of the game when Aqua FC’s Nasrullah scored on a penalty to ensure his team wins the trophy for this year’s championship. 

This year the championship took place in six cities, including Quetta, Pishin, Khuzdar, Chaman, Loralai and Noshki. The championship had 30 teams, five from each city and engaged 450 young footballers.

Ufone believes the championship has helped promote football in the province and proved to be a great platform for the emerging young players who learnt and displayed excellent footballing skills. The initiative shows Ufone’s commitment to the people of Balochistan, which enunciates with the company’s tagline “It’s all about U.”

Quetta: Semi Finals of Ufone Balochistan Football Club were played today at Railway Ground located on Zarghoon Road, Quetta.

First semifinal of this tournament was played between Noshkal Football Club (FC) and Afghan Football club (FC) Chaman.

Match was played at a fast pace and both teams made numerous raids at opposition goals but were unable to break the stalemate in the first half. 

In the second half, Nisar Makkah of Noshkal Baloch FC took advantage of a defensive lapse of Afghan FC and put his team in the lead. The solitary goal scored by Nisar proved decisive and put his team in the final of this tournament.

Second semifinal of the tournament was played between Aqua FC Quetta and Afghan FC Pishin. In this interesting match, Aqua FC Quetta beat Afghan FC Pishin by 1-0 score line courtesy to the goal scored by Khano and qualified for the final of this tournament. 

The winners of both the semifinals will meet in the final at Railway Ground Quetta on 29 March to vie for this year’s title.

The aim of the championship is to promote football in the province and engage the youth in healthy activities where they can prove their mettle and play along professional football clubs of their cities.

Quetta: The much awaited final stage of the Ufone Balochistan Football Cup 2018 is starting today at Railway Ground Quetta. Eight teams from six cities will clash in the quarterfinals today.

In the first match, Khudai Dad Qalandarni Football Club (FC) from Khuzdar will face Baloch FC Noshki. The second match will be played between Afghan FC Chaman and Azad Baloch FC Noshki. In the third match, Bacha Khan FC Loralai will battle it out for the semifinals with Afghan FC Pishin. In the last quarterfinal Government High School Chaman will challenge Aqua FC Quetta.

On 28 March, the winners of first and fourth quarterfinal will play the first semifinal while the successful teams of second and third quarterfinal will face each other in the second semifinal. The winners will play the final on 29 March at Railway Ground Quetta to claim this year’s title.

The aim of the championship is to promote football in the province and engage the youth in healthy activities where they can prove their mettle and play along professional football clubs of their cities.

NoshkiL: The Knockout stage and qualifiers of Ufone Balochistan Football Cup are underway. At Noshki, Azad Baloch Football Club (FC) and Government School Mengalabad battled it out for a place in the quarterfinals. In a one sided sided contest played at Mengalabad Football Ground, Azad Baloch FC won the match beating Government School Mengalabad by 3 - 0. Ijaz Ahmed and Sanaullah scored 2 and 1 goals respectively to take their team over the line and qualify for the quarterfinals which will be played in Quetta on 27th March, where the successful teams at the city level will compete against each other. 

Earlier, two knockout matches were also played in Noshki. 

In the first match played, Government School Mengalabad defeated Degree College Noshki by 1-0.In a thrilling match between two equally matched sides, Naeem’s only goal paved the way his team’s victory. 

In the second match, Azad Baloch FC inflicted a 3 - 0 defeat to Absyaban High School. Azad Baloch FC dominated the game where Mohib Naseer scored two consecutive goals supported by Shams’s solitary goal.

Quetta (March 19, 2018): The Knockout stage and qualifiers of Ufone Balochistan Football Cup are underway. From Khuzdar, Khudai Dad Qalandarni Football Club (FC) has booked their place for the eliminator round.

Two knockout matches were played at Balochistan Residential College Ground. 

In the first match played, Khudai Dad Qalandarni has defeated Balochistan Residential College by 1 - 0. For the winning team, Tauseen Ahmed’s solitary goal in the second half paved the way for victory in this exciting match between two equally matched sides. 

In the second match, Babe Balochistan FC inflicted a 3 - 0 loss to Friends FC. After a competitive first half, Babe Balochistan dominated the game in the second half where Muhammad Irfan scored two consecutive goals supported by Muhammad Sajid’s maiden goal. 

A thrilling qualifier between Khudai Dad Qalandarni and Babe Balochistan FCs took place at Balochistan Residential College ground. After a close contest, Khudai Dad Qalandarni won the match 3 - 2, and qualified for the eliminator stage that will take place in Quetta on 27 March. From the winning team Tauseen Ahmed, Muhammad Saeed and Beberk scored one goal each.

Quetta: Balochistan’s favourite brand Ufone is bringing back the second edition of the Balochistan Football Cup from 14th March. The championship signifies the company’s commitment in promoting sports and engaging the youth in healthy activities. 

This year the event will take place in six cities, including Quetta, Pishin, Khuzdar, Chaman, Loralai and Noshki. Last year the championship was held in only four cities.


The championship has 30 teams, five from each city engaging 450 young footballers. In the qualifying round, four teams from universities and colleges from a city will compete against each other in a knockout phase. The winner of this phase will play the qualifier in each city against a football club.

The successful teams at the city level will compete against each other in an eliminator. The top four teams from the eliminator will play in the semifinals, with the winners facing each other in the final.

The teams will play knockout and qualifiers their respective cities starting from 14th March while the eliminator and the finals will take place in Quetta between 27 – 29 March.

Ufone’s brand ambassador and national football team star Fazal Mohammad is participating in the championship and will be representing Khuzdar Baloch Football Club.


Ufone believes this championship will help promote football in the province and prove to be a great platform for the emerging young players to learn and display their footballing skills. The initiative shows Ufone’s commitment to the people of Balochistan, which enunciates with the company’s tagline “It’s all about U.”

Two police constables, one civilian injured in Chaman blast

QUETTA: A cracker explosive device blast hit a Frontier Corps (FC) vehicle, injuring two police constables and one civilian, on Wednesday, near Edhi Chowk in Chaman, Balochistan.

There was no loss of life reported, however, two police constables and one civilian were injured and moved immediately to District Headquarters (DHQ) Hospital, Chaman.

The injured are identified as Constable Allah Gul, Rozi Khan, and civilian Atta Ullah.

Last month, a child was killed and another injured in an explosion in Christian Colony in Chaman, Balochistan. Police said the bomb was planted near the gates of the colony.

The child killed in the blast has been identified as Lucky Saleem. The injured child, Vishal Vikram, was admitted to a hospital.

کوئٹہ: مستونگ میں خودکش حملے کے نتیجے میں 25 افراد جاں بحق جب کہ ڈپٹی چیرمین سینیٹ عبدالغفور حیدری سمیت 30 افراد زخمی ہوگئے۔

ایکسپریس نیوز کے مطابق مستونگ میں عین اس وقت خودکش حملہ ہوا جب ڈپٹی چیرمین سینیٹ اور جے یو آئی (ف) کے رہنما مولانا عبدالغفور حیدری ایک مدرسے میں دستار بندی کی تقریب میں شرکت کے بعد واپس جارہے تھے۔ دھماکا اس قدر شدید تھا کہ اس کی آواز دور دور تک سنی گئی جب کہ اس کی زد میں آنے والی کئی گاڑیاں تباہ اور ان میں سوار متعدد افراد جاں بحق اور زخمی ہوگئے۔ لاشوں اور زخمیوں کو سول اسپتال مستونگ منتقل کیا گیا ہے، اسپتال انتظامیہ نے 20 افراد کے جاں بحق اور 30 کے زخمی ہونے کی تصدیق کی ہے ۔ دھماکے میں مولانا عبدالغفور حیدری کا ڈرائیور بھی جاں بحق ہوا ہے جب کہ  ایکسپریس نیوز کے نمائندے عبدالمنان بھی شامل ہیں۔

زخمیوں میں مولانا عبدالغفور حیدری بھی شامل ہیں تاہم انہیں معمولی نوعیت کے زخم آئے ہیں۔ ایکسپریس نیوز سے خصوصی بات کرتے ہوئے مولانا عبدالغفور حیدری نے کہا کہ دھماکا انتہائی شدید تھا، وہ خود تو خیریت سے ہیں لیکن دہشت گردی کے اس واقعے میں ان کے دیگر ساتھیوں کے جاں بحق ہونے پر انہیں شدید افسوس ہے۔
واقعے کے بعد کوئٹہ سے بم ڈسپوزل اسکواڈ روانہ کردیا گیا ہے جب کہ شدید زخمیوں کو کوئٹہ منتقل کرنے کی تیاریاں کی جارہی ہیں۔ دوسری جانب سیکیورٹی فورسز نے علاقے کو گھیرے میں لے کر سرچ آپریشن شروع کردیا ہے۔
وزیراعظم نواز شریف، وزیر داخلہ چوہدری نثار علی خان، وزیراعلیٰ بلوچستان ثنااللہ زہری ، وزیراعلیٰ پنجاب اور پاکستان پیپلز پارٹی کے شریک چیرمین آصف علی زرداری نے دھماکے کی شدید مذمت کرتے ہوئے اس کے نتیجے میں جانی نقصان پر اظہار افسوس کیا ہے۔


QUETTA: At least 17 people lost their lives while over 30 others including Deputy Chairman Senate of Pakistan Maulana Abdul Ghafoor Haideri was injured in a roadside blast in the Mastung area of Balochistan, police sources confirmed on Friday.

The PRO of the Civil Hospital Mastung, Malik Jibran told Geo News that over 20 bodies were brought to the hospital.

Maulana Haideri’s convoy was targeted in the blast with pictures showing the extent of damage to his vehicle. The deputy chairman was returning from an event at Ittehad Bainul Muslimeen at Jamia Masjid Hammadia when the explosion took place.

The blast was very powerful, said Maulana Haideri, adding that though he is not seriously hurt, he is deeply saddened by the deaths which had taken place.

Earlier while speaking to Geo News, JUI-F leader Maulana Abdul Malik said that Maulana Haideri had asked for a bulletproof vehicle which was not provided.

Jang correspondent Attaullah reporting from the scene of the incident said bodies were still lying on the ground and security forces were trying to ascertain whether the attack was a suicide attack.

The area has been cordoned off by security forces and investigations are underway.

Gwadar Port to create more than 20 K Jobs in Balochistan - Operates three multifunctional piers




Gwadar, the third deep-water port in Pakistan, now operates three multifunctional piers with an annual throughput capacity of between 50,000 and 70,000 20-foot equivalent units, as well as bringing 20,000 jobs to the locals.

The port will also serve as a trade gateway for East and Central Asian countries to other parts of the world, according to Chairman, China Communications Construction Co, Liu Qitao on Sunday.

After the completion of the construction, CCCC will also be responsible for a series of follow-up projects, such as the operation of a free-trade zone in Gwadar Port, he told local media.

After the completion of 60 percent of the first-phase construction of Gwadar’s free zone, the Chinese engineers and their Pakistani counterparts are hoping the free zone to be operational as early as possible, Hu Yaozong, deputy general manager of the Gwadar Free Zone Company said.

The free zone is a key step towards developing the Gwadar port into an important regional hub that will benefit not only south Asia but also the countries in central Asia and the Middle East.

The free zone covers about 923 hectares of land and will be developed in four phases. It is designed to take advantage of Balochistan’s rich fishery and mineral resources to develop relevant industries for overseas market and to develop the light industry for the domestic consumption.

As a part of the light industry plan, China’s Linyi overseas market, a comprehensive shopping mall project, will soon be introduced into the free zone.

“The Linyi market in Gwadar will develop an overseas warehouse so as to make their goods not only available in the Pakistan market, but also in markets around the region,” said Hu.

According to Hu, the first round of investment has almost completed with projects on fishery and electric motors settled and business centre enterprises moved in.The second-phase construction of the free zone is featured with a huge stainless steel factory, which, Hu added, would create a considerable number of jobs for locals in Gwadar, which has a population of less than 100,000.

With the further development of the port and free zone, workforces in other villages around Gwadar are expected to flow into Gwadar.

According to the deputy general manager, a training school donated by China will be completed soon. After short-term training, local people are expected to find a position in the developing Gwadar, he said.

Munir Ahmad Jan, director general of the Gwadar Port Authority (GPA), also shows high expectations for Gwadar’s future.

Besides Chinese and Pakistani investors, a lot of investors from other countries have come to the GPA to consult on business opportunities in the free zone, he said.

He said as businesspeople have seen the bright future of the Gwadar port, a lot of Pakistani real estate investors came to Gwadar to purchase land.

The development of the Gwadar port is not only in the economic field but also at a broader social level.

The medical centre, which will come into service as early as in May, is designed to carry out basic diagnosis and treatment, conduct small surgeries and emergency rescues.

It will initially be operated by Chinese medical teams and be gradually handed over to the Pakistani side in the future.

In September last year, a China-donated primary school came into use in Gwadar. The school had planned to enrol about 150 pupils, but more than 300 students in different grades attend the school as many locals believed that the school had better teachers and facilities.

کوئٹہ (ویب ڈیسک) کوئٹہ کے رہائشی جان محمد نے مردم شماری کے عملے کو مشکل میں ڈال دیا۔ تفصیلات کے مطابق ملک بھر میں مردم شماری کا پہلا مرحلہ جاری ہے۔ مردم شماری کی ٹیم جان محمد کے گھر پر پہنچی تو مشکل میں پھنس گئی۔ جان محمد کی تین  بیویاں اور 33 بچے ہیں جن میں 10 بیٹے اور 23 بیٹیاں شامل ہیں۔ مردم شماری کے فارم میں اتنے بچوں کے اندراج کا خانہ ہی موجود نہیں ہے۔ مردم شماری کے عملے نے کمشنر کوئٹہ کو اس سے متعلق آگاہ کر دیا ہے۔
