All Phones That Aren’t Registered by 1st Dec Will be Blocked: PTA

All Phones That Aren’t Registered by 1st Dec Will be Blocked: PTA

All Phones That Aren’t Registered by 1st Dec Will be Blocked: PTA

With the aim to curtail the counterfeit mobile phone usage, discourage mobile phones theft and protect consumer interest and in line with Telecom policy 2015, issued by Ministry of Information Technology & Telecom section 9.6, PTA has developed/established a system Device Identification Registration & Blocking System (DIRBS) at PTA premises and will be implemented 1st December, 2018.

DIRBS is a forward working solution and is designed to cater for no service interruption for all Pakistani cellular mobile service users. All mobile devices, including non-compliant that are active on cellular mobile networks within Pakistan till 1st December, 2018 will remain operational and not be blocked, interrupted from mobile services.

To facilitate any user currently using non-compliant mobile devices (15 digit IMEI of a mobile device is not as per international standards), PTA shall auto-pair all such IMEIs with their mobile numbers and they will remain operational without any service interruption. After DIRBS implementation on 1st of December, 2018 any new mobile device programmed with a non-standard IMEI number will be considered as non-compliant device and shall not be allowed any mobile connectivity/service in Pakistani territory as per PTA/DIRBS regulations.

PTA is already carrying out an extensive awareness campaign to educate masses on DIRBS. PTA is sending informatory SMS to all mobile subscribers to notify the status of their mobile device(s) in use on Pakistani cellular mobile networks.

For all Pakistani mobile device users wishing to know the status of a device can send each 15 digit IMEI number via SMS to 8484. The status of the mobile device can also be checked via PTA website link www.dirbs.pta.gov.pk or by downloading DIRBS android mobile application.

Following are some of the methods for obtaining a mobile device IMEI

Dial *#06# from the dial pad of device and note down each 15-digit IMEI
IMEI is printed on the device box.
IMEI is printed on the inside of a device and can be viewed by removing the back cover/ battery.
DIRBS system will send one of the following four responses to IMEI query as explained below:

Compliant/PTA Approved Device: The mobile device is PTA approved and legally imported into Pakistan

Device IMEI is Valid: The IMEI of this mobile device is valid as it is GSMA approved, but it is not PTA approved. To facilitate such users, PTA will auto register all such IMEIs which are observed on Network till 1st December, 2018, their status will be converted to compliant. A user in possession of such devices are advised to insert their local SIM card and do a voice or data activity so such Valid IMEI are observed on Pakistani mobile networks and subsequently listed within DIRBS system so user may continue to avail uninterrupted mobile services on such device(s).

Non-compliant Devices: This is not a PTA approved mobile device as IMEI on the device is either non-standard, duplicated etc. To ensure users of all such devices do not face any connectivity/service issues PTA will auto-pair all such IMEIs, which are observed on mobile network till 1st December, 2018, with their mobile number so device shall remain operational till the useful life of the device. A user in possession of such devices are advised to insert their local SIM card and do a voice or data activity so such non-compliant IMEI are observed on Pakistani mobile networks and subsequently listed within DIRBS system so user may continue to avail uninterrupted mobile services on such device(s).

Blocked devices: The IMEI is reported as stolen and not allowed for usage/services
All mobile devices consumers are advised that from 1st December, 2018 onwards please check IMEI status of a device prior to buying/obtaining by sending each 15 digit IMEI via SMS to 8484, PTA website https://dirbs.pta.gov.pk or via DIRBS Android app and buy Compliant/PTA Approved device.

Decrease in off-net call rates for CMOs still remains unimplemented

Decrease in off-net call rates for CMOs still remains unimplemented

Decrease in off-net call rates for CMOs still remains unimplemented

Initially, PTA had come forth to offer an MTR rate of Rs0.80 per minute starting December 1st, 2017 to November 30th, 2018 and Rs0.70 per minute from December 2018

ISLAMABAD: The Pakistan Telecommunication Authority (PTA) hasn’t still decided on reducing the off-net call costs for consumers, a process that it had initiated over a year ago.

It had commenced a review of current mobile termination rate (MTR), the amount a cellular mobile operator charges another for receiving a call from it on its network late last year, reports Dawn.

The rates had been deemed too high by PTA and according to experts the rates were 111% to 198% higher than they should be.

Landline to mobile and mobile-to-mobile interconnection charges (MTR) were said to have been last changed in 2008.

A report from PTA had said a decrease in off-net call rates would help in reducing grey traffic since demand for making calls via illegal means would fall.

The PTA report had said real MTR should be around Rs0.30 to Rs0.43 per minute taking purchasing power parity into the equation. Current MTR rate of Rs0.90 per minute is said to be 111pc to 198pc higher.

Initially, PTA had come forth to offer an MTR rate of Rs0.80 per minute starting December 1st, 2017 to November 30th, 2018 and Rs0.70 per minute from December 2018.

Pakistan’s MTR regionally is among the highest in the region being 0.85 cents higher than Bangladesh (0.22), India (0.21) and Sri Lanka (0.32).

However, the recommended rates last year by PTA were never enacted and industry sources say a decline in MTR will benefit consumers via a major reduction in off-net call prices and raise competition in the market as older, larger operators will be compelled to improve their service quality to ensure customer retention instead of using the advantage of their current market share to their benefit.

However, a PTA spokesperson said its consultation paper had recommended a gradual decrease with an initial decrease to Rs0.80 per minute in conformity with best international practices.

She said, “Pakistan’s telecom market is having one of the lowest ARPUs (average revenue per user) in the region and has intense competition among the operators, resulting in low prices for the users. The telecom policy requires a review of MTR in three years only if market conditions so require,”

The spokesman shared PTA had got feedback from stakeholders on its consultations regarding MTR and hearings and further deliberations were held on the matter.

Without providing any specific timeline, the spokesman said, “PTA will issue its determination in due course of time,”

Make sure your mobile is not Illegal, Smuggled -It would be Blocked after October 20th 2018: PTA

The final phase of Device Identification, Registration and Blocking System (DIRBS) shall begin on 20th October 2018, said Pakistan Telecommunication Authority in a statement issued today.
Authority said that this unique system will curb illegal imports, facilitate legitimate device importers, and mobile device users, and improve overall security situation.

PTA said that mobile devices having SIM/IMEI functionality operating on Pakistani mobile networks will not face any service interruption nor will be blocked by DIRBS.

Any mobile device reflecting non-compliant status after 20th October 2018 will be blocked as per Pakistan Telecommunication Authority (PTA)/DIRBS regulations.

Any mobile device obtained/purchased/imported after 20th October 2018 must obtain PTA Certificate of Compliance (COC) to technical standards.

In order to create public awareness, PTA is sending informatory SMS to all mobile subscribers to know the status of their mobile devices in use.

Telecom consumers can verify status of mobile device’s IMEI(s) by sending IMEI number via SMS to 8484, on the website: www.dirbs.pta.gov.pk or by downloading DIRBS android mobile application from Google Play Store.

There are 4 categories of responses that can be received by a subscriber inquiring about status of its IMEI(s) as explained below:
  • Compliant Devices are PTA type approved and legally imported in Pakistan.
  • Valid Devices are such devices where the IMEI of mobile device is valid (GSMA approved), however it is not PTA compliant/approved.
  • To facilitate such users, PTA will auto register all such IMEIs which are observed on mobile network before 20th October 2018 and their status will be compliant after-this-date.
  • For auto registration, users are advised to do any revenue generating activity i.e. make any call, send a SMS or use mobile internet before 20th October, 2018.
  • Non-Compliant devices are such devices where IMEI is either not allocated by GSMA or it is duplicated. To facilitate such users, PTA will auto pair all such IMEIs which are observed on mobile network with specific SIMs before 20th October 2018. After this date, those users will be able to use these IMEIs with paired-SIMs-only. In order to auto pair all the IMEIs related to this mobile device, users are advised to do any revenue generating activity from their SIM(s), i.e. make any call, send a SMS or use mobile internet from their SIM(s) before 20th October, 2018.
  • Blocked devices indicates that your IMEI is blocked as this IMEI has been reported stolen earlier.

It is reiterated that mobile device users should verify their IMEI by sending SMS to 8484 before buying/obtaining any handset.

It is advised to buy only PTA compliant/approved mobile devices.

For further details, mobile phone users can visit PTA website (https://www.pta.gov.pk).

Chinese Company To Increase Investment In 4G, Build 5,000 Base Stations In Pakistan: CEO

Chinese Company To Increase Investment In 4G, Build 5,000 Base Stations In Pakistan: CEO

Chinese Company To Increase Investment In 4G, Build 5,000 Base Stations In Pakistan: CEO

BEIJING: A Chinese telecom company will further increase its investment in 4g in Pakistan and would build 5,000 base stations in the next three years.

The company entered in Pakistani market a several years ago, has now over 31 million consumers with a market share of about 21 per cent and ranks third in the industry," Wang Hua, Chief Executive Officer of CMPak said in an interview published by China Daily on Saturday.

"Our company began with the acquisition of Paktel in 2007. Occupying only two per cent of the market back then, it has seen growth over the past years to increase its market share by a factor of 10," he added.

Highlighting the company's 4G service, he said, "We have more than 8 million 4G users, edging out all other operators in this area and taking 75 per cent of the market." The company was a forerunner to introduce 4G in Pakistan when the government auctioned the 4G spectrum in 2014.

In the future, Wang said that his company's investments in 4G will further increase and expected it would build 5,000 base stations in the next three years.

The advanced 4G technology has also helped promote the development of relevant industries. "We've collaborated with popular ride-hailing apps such as Uber and Careem to facilitate transportation for people," Wang shared, citing traffic benefits as an example.

Wang is confident that CMPak still has great potential to grow under the support of the China-Pakistan Economic Corridor (CPEC), a key part of the China-proposed Belt and Road Initiative, as well as the company's 20-year-old experience in technology development, operation management and marketing.

Pakistan currently has the only overseas communications network of China mobile, a pioneer in Chinese telecom companies' strategy to go global.

Since its establishment in Pakistan, the corporation has invested a total of $2.7 billion there.

Internationalization for the company also means "cultivating international talent", which includes sending Pakistani senior and middle-level staff to China for management training.

"CMPak is a localized company. So far, we have 3,100 employees. Among them, only 24 are Chinese," Wang noted. "Chinese colleagues account for less than one per cent of the staff." Thus cross-cultural training has become equally important. "It's an effective way to promote communication between Chinese and Pakistani colleagues, such as training Chinese employees on local customs," Wang said.
